Member Services Team

Vivian ParsonsVivian Parsons – Public Entity Specialist

Vivian joined our team in 2019 as our Public Entity Specialist after 30+ years of local government association work. She served as the Executive Director of the County Commissioners’ Association of WV for 23 years and before that 7 ½ years as executive assistant and lobbyist for the WV Association of Counties.  During her tenure as Executive Director, Vivian served as President for both the Council of Southern County Associations and the National Council of County Association Executives, and held a seat on the Board of Directors of the National Association of Counties.  Vivian’s education includes an Associate Degree in Business Management, a Bachelor’s degree in Organizational Leadership and has completed the Certified County Association Executives Program (CCAE) through Cornell University.  She resides in WV with her husband, Mack.

Stephanie BrownStephanie Brown – Member Services Manager

Stephanie joined our team in 2013. She brings 20 years of commercial insurance experience and holds the Associate in Risk Management (ARM), Associate in Insurance Services (AIS), and Certified Insurance Service Representative (CISR) designations. Stephanie was previously employed at Scott Insurance as an Account Manager and at Arthur J. Gallagher Risk Management Services as Marketing Director. She has also held positions as underwriter and claims adjuster at One Beacon and Atlantic Mutual Companies.

Walt smallWalt Wharram – Manager of Property Services Division

Walt Wharram joined our Risk Management Team on a full-time basis in 2014 and serves as Manager to our Property Appraisal and Property Valuations Departments. Walt brings nearly 20 years experience in independent claims management and has worked thousands of first and third party property losses ranging from small specialized incidents to severe exposures involving eight figure settlements. In addition to managing our daily property claim needs, Walt is a seasoned field manager having conducted appraisals in large scale catastrophic events such as hurricane Isabel, Irene, Katrina and Superstorm Sandy. Walt grew-up in the Historic town of Oriskany, NY and took residence in Virginia after graduating from Liberty University. He lives in Richmond, VA with his wife and daughter.

Candy MillsCandance Mills – Member Services Representative

Candy joined our team in February 2021 and serves as Member Services Representative. She was born and raised in Roanoke, VA. Candy received her bachelor’s degree in Political Science from Hollins University. She began her career in the insurance industry in 2005 working with Allstate. In her free time, she enjoys reading, music, movies, and working out.
